The IRS notifies you of any issues they have in a letter. They do not call, nor do they email. If you do speak to an agent from the IRS they are required to give you an id number. You can verify the id number by calling the local IRS office. If you suspect fraud you can file a report at http://www.treasury.gov/tigta/.
